The money subscribed for the memorial to His late
Majesty King George V is to be placed in a special fund
and expended on the provisions of public parks and children's playgrounds.
The special fund will be quite separate from revenue.
The Bill follows closely the provisions of the Government
House and City Development Scheme, Ordinance No. 30 of
1934, and gives legal sanction to the appropriation of
the expenditure on the scheme from the fund by
Resolutions of the Legislative Council, a method which
is a departure from the ordinary rules of Colonial
Accounting.
